Last week I told you about my little private battle to get homologate the changes made to the car. As I was told in the ITV, it was little short of impossible, despite being a fairly simple reform and obviously beneficial for the vehicle. After several days looking for information, I gave up and put myself in the hands of a company specialized in approvals, in this case Homologastur

My procedures with them were very brief: they asked me for the data sheet, registration certificate, photocopy of ID, a couple of photos of the renovations made and any data or referencia that it could have of the new mounted material. With this information, after a week I received at home the necessary documents to approve the reform:

  • Technical project with supporting calculations and visa
  • favorable report of the sealed laboratory.
  • assembly certificate blank, in the absence of filling and sealing by the workshop that installed it.

With everything completed I present myself at the ITV (other different season the first one I went to, of course), where, as expected, the reception was not very good. It's normal... a lot of people pass by there Car, whose inspection lasts 10 minutes. perform a reform process It takes much longer and only costs 9 euros more than a routine review (yes, the procedure costs only XNUMX euros!!). The income/hour ratio plummets…and that is not good for any business!
El renovation engineer he took the documentation with a face of few friends, and after about 25 minutes of waiting he told me that there were some irregularities, due to incoherence in some dates and because some text was not detailed. He told me that if it seemed good to me, he would keep the documentation and the next day he would call me to tell me what things had to be corrected. He also invited me, jokingly, to make the reform in another ITV, to which I refused (it is clear that any ITV station, if you can, get rid of these paperwork). The truth is that the treatment changed quite a bit, and now the inspector seemed encouraged to make the reform.

The next day, first thing in the morning, they called me and ITV detailed what needed to be corrected: inconsistency in the date of the favorable report and reference the directive 98/12 relative to braking. It is evident that the data that ITV They may seem right to you, they may not seem right to another and vice versa. It gives the impression of not being perfectly defined how the matter works.
I call Homologastur, who assure me that in two days I would receive the new documentation with the dates that were necessary. With this promise, the ITV inspector He tells me that if I want I can do the review now and that Homologastur send the documents to your own ITV, so as not to have to go back to pick up the modified data sheet.
This is how we do it, without any problem. The ITV He issues me a supporting paper in case I stop the police (It is mandatory to bring the ITV card), ensuring that as soon as you receive the documentation of Homologastur would modify the card and could go through it. After three days, the process was completed, with the authorized reform in my possession and the documentation in the Ministry of Industry.

Resumiendo:

Although the reform that we do to our car seems minimal, as long as it is classified as “major reform” we will homologate it if we want circulate legally and avoid problems.
As I have been able to verify, the procedures are tremendously cumbersome and difficult for a "normal" citizen to carry out successfully. It's not that it's very complicated, but papers are needed that are not available to everyone (visa technical project and laboratory certificate).
Therefore, unless we are chartered engineers and let's have a friend somewhere authorized laboratory, it is clear that it is best to carry out the reforms with a specialized company. It is true that it is somewhat expensive (Homologastur charges about €300 for this type of work) but you save all the headaches and trips in vain to different places (which is also time and money). We only had to make a couple of photocopies and a couple of photos, the rest of the work was done by Homologastur in about a week. Keep in mind that if you decide to do the homologation on your own, you will also have to pay the laboratory certified and visa al engineers college, so the 300 euros of which I speak above It doesn't seem so expensive anymore.

Finally, the impression that I have gotten from all this is that the Law of Reforms in Vehicles in this country limps a lot. One Brembo make a brake kit specifically for this car, valued at more than €2.000 and a much higher quality than the standard equipment, it is somewhat absurd that so many procedures have to be carried out to be able to legally install them. Wouldn't it be more logical for the brand to be the one standardize your products to be able to sell them? Oh, yes, that already exists...CE marking, TUV, etc. So… why is so much demanded? document and certificate, reaching a conclusion (the brakes stop well) that is already known in advance?

    Jose Vazquez, the homologation that you propose is not an easy task… converting a car to LPG in Spain is complicated. Ask at Homologastur or similar companies to see if there is any luck.

    Your case is totally amazing…what year is that Mini? As far as I know, the latest versions of the Mini came perfectly homologated with the Cooper Works kit, just like Abarth homologates its SS and the like. Did you buy it new or did you install the kit later?
    And BMW hasn't made anything clear to you? Well, talk to Consumption, one of two, or BMW has sold you a car that is not approved or the ITV is doing its job wrong. In either case, I think they should help you fix the problem.

      Given your problem and the information you provide, I have several questions. One is if the skirts that you mention are included in the vehicle options, since if so, it should appear in the vehicle type approval and therefore, from the ITV it could be solved with a diligence after reviewing the reduced approval form or in case of not appearing in the reduced file by consulting the manufacturer by the user or the ITV technician. On the other hand, it would be necessary to see if the installation of skirts was indicated or not as an important reform in the past, since if it did not appear, perhaps, and I am only saying perhaps, it could be processed by the fifth transitory provision, as is intended to be done with the case of sun roofs. But as I already indicated, the latter should be carefully reviewed.

      Finally, comment that there are usually some errors in the issuance of cards by the manufacturer because some incorporated extras are not usually correctly noted, so it is at the time of vehicle acquisition when these errors can be claimed and corrected more easily. but for this you have to be aware of the regulations.

    I am currently finishing a course on technical management of ITV stations, after reading many messages, I have been able to notice a small lack of knowledge about the work that is carried out in them (I include myself as well). In my opinion, in an ITV the work that is carried out is the VERIFICATION of the regulations associated with the vehicles so that they can be used in accordance with what is established by law.

    Having said the above, it might seem easy, but it is not, since the administration is working to agree on criteria, since the competences in matters of ITV fall on the autonomous communities, producing a disparity of interpretations of the legislation, for that reason, every time that you want to "homologate" (a term generally misused for the processing of reforms, since the only entity that can homologate "common vehicles" in Spain is the Ministry of Industry through the INTA and IDIADA technical services) it would be appropriate to go to the technician of ITV to advise you briefly, because certainly, due to the amount and the continuous change of regulations it can be somewhat complex for the user to understand, but the advice should be carried out before carrying out the reform, since as has been well commented previously, not all the reforms are legalizable and therefore it could be the case that money should be invested again to uninstall them.

    Not to extend myself further, I just want to state that there are some actions that can lead to our inspection taking longer than necessary, so above all, you always have to remain calm and ask for information, because these errors can come from the user, the ITV, manufacturers or the administration in the drafting of the same regulations.

    I have a Fiat Uno Turbo from the year 91, I changed the rims to 14″ and the wheels to 185/14/55 because finding 185/13/55 was complicated and expensive.

      Good morning Manuel, in the ITV to be able to pass the inspection without problems, the legislation allows us to use various types of models, the first ones that we can use are those that appear on the TITV (ITV Card), then there are those that are included in the vehicle approval, which sometimes may or may not appear on the TITV, making it more difficult for the user to be aware of them. Finally, there are equivalent tires, these tires are those that are within the range of plus or minus 3% of the dimensions of the tires approved for the vehicle, but they must also comply with the load and speed index (eg 90 H). In the case that you are describing, if you want tires equivalent to those of 185/13/55, you can use 14/175 as equivalents with a 55” rim, but remember that the load and speed index must be equal to or greater than the approved, likewise check that the casing of the 14” rim is compatible with the tire and is not wider. If you don't know how to calculate the different combinations of equivalent tires that you can use, you can always go to the online calculators that are on the internet and they are free to use.

      There is a last way but it is more expensive and complex, it is through the reform process with CR 4.5, in the additional information that accompanies the reform it is explained in which cases non-equivalent tires can be used.

    Let's see if someone can help me. I have a Ford Kuga with factory tinted windows and when I pass the first MOT they give me an unfavorable result because of the wear on the front tires and because of a tribal sticker that I have on the rear window.

    It seems incredible, that in Germany you can homologate a Cart to go down the street and that same car homologated there here cannot circulate.
    I also remember an episode of a certain TV show where they repaired dusty cars, and one of them was a Pick up, which was practically a chassis with a cab, engine, wheels, and lights attached to the chassis with flanges... when the owner explained why he had the pick up like this, he said that they stole from the doors, to the rear drawer xD and that he had the lights hooked with flanges because the state of California only required vehicles to have signal lights of the relevant colors and in a conspicuous location...
    It is clear that it is an extreme case... but I do not see less extremism in that having to pay projects, fees and stories for installing material that has been designed and is sold specifically for a vehicle model, they should accept the equivalence.

    Another case… the brake hoses of the motorcycle… if they are made of plastic as standard and I want to put them metallic, or anodized in color… and those hoses that I want are sold to me by a manufacturer approved in the EU… what is more… if the new model of my motorcycle already has metallic ones... why do I have to homologate it as an improvement? that the manufacturer makes them by eye and then puts them in a box? Why do the ITV tell me to remove them and put the serial ones?
    Who is the fool here? What do I pay when I buy them, what do I pay someone to mount them and then pay someone else to let me circulate with them? Is it the one that manufactures them, or the one from the ITV that, after paying, allows me to circulate with my modification?

However, if you have any questions or want to homologate something, contact an engineer or they will make you a world. the big companies may lower costs for reforms with tests (brakes, change of address) that require going to one of the monopoly laboratories, but those of us who work from home will give you a good service and a much better price than that of the big ones approval companies. I charge 50 euros/element to reform

I start looking for original headlights and each headlight costs 400 euros. Total that I see a website of a company where they sell "approved" headlights and with CE marking. I spend 190 euros, I put them on and they throw me the itv because I need a "certificate of conformity". I have asked the company that sold them to me but it gives me a long time. In the end, I had to polish the old headlights and pass the ITV but now I have the "new" headlights in my house and 190 euros less in my pocket. I guess I would have to sue the seller to get my money back...
